I’ve been gone from Wolfery for a while and now that I’ve come back, I cannot see any users (or bots for that matter) displayed anywhere, in exception for my characters. I’m not sure whether this is through my own error or simply something wrong on my end.

That is because you somehow ended up on the test server at https://test.mucklet.com, which is a replica of the realm of Wolfery, updated from backups once a day.
You should instead go to https://wolfery.com !
