[BUG] tag desc limit of 400 characters is not enforced

If you write more than 400 characters in a custom tag description it appears to be accepted but is actually silently truncated.

Intended fix: The custom tag description textbox does not accept more than 400 characters.

Same with the area descriptions, while we’re at it.
