[bug] ooc doesn't eat the final "

Noticed today that OOC won’t eat up the final " if it’s there. I wonder if it should behave the same as the say for consistency?

I think one reason why we eat the last " when using the quote (") alias to say something, is because it looks natural to type:

"Hello there!"

But, just like ooc is not eating trailing quotes, neither does say. From help say:

When using the " alias, the message may optionally end with a closing quote.

So, maybe it is more consistent not to have ooc eat a trailing quote?
