As I understand it, our public profile pictures as seen in the awake list, have to be SFW. Regardless of whether the character is underage or not. The full images in our character descriptions, can be NSFW, but can not depict underage characters.
What is in question, in my mind, is what exactly counts as too suggestive in a PFP when it comes to underage characters. The PFP I reported of an underage character was clearly suggestive and explicit in the context of a website orientated around adult themes like Wolfery. Especially to someone looking in from the outside.
There are two rules here, really.
1: Do not upload anything that’s identifiable as ‘cub porn’. Mucklet does not wish to host this content and we’re in alignment with the general idea for other reasons.
2: if your character is underage do not have NSFW pfps - expanded or not. This does a lot of things, including reducing disputes about what is and isn’t ‘underage’ or ‘porn’.
At that point, as you say, it’s down to ‘what is porn’ which is a question decades old. If you have managed to come up with a comprehensive definition of porn including all corner cases and is resistant to gaming or edging it in somehow, then let’s hear it, that’s an amazing feat. But as it is, we know it when we see it. Which is a problem as a legal definition, famously, but it’s workable here.
We had a ticket about 20 minutes ago that could arguably fall under your ‘40 year old naked vixen on a underage profile’ example. We removed the picture.

I guess for me, the question comes down to… why is the profile image explicit? Is it NOT representing or related to the character in some way? If it’s not, that’s surely novel, but it’s also not what the feature is intended for. If the image IS representing the character, then what should we expect is the motivation for attaching a sexually explicit image to an underage character?
As Talon says: Exact definitions are sometimes difficult as to if an image ‘looks underage’, ‘looks suggestive’, or ‘is adult’.
Moderators can easily rule on easy calls of what counts. On closer calls? We discuss amongst ourselves and attempt to remain consistent. There are times- that have happened as recently as this week- when we don;t agree, and we have to find a consensus somehow.
We try to rely upon the good faith of our users, but also don;t assume people remember all the rules without explanation.

Often this kind of thing does rely on precedent. At IB we added some to our content policy (in italics), separate from the policy text, showing how it is likely to be enforced. Perhaps this’d be a way to guide expectations. It’s good to have some here, but not very discoverable.
The TOS does state suggestive and not simply “porn”, just as a matter of clarity. Porn is pretty obvious to spot. Suggestive seems to be determined by whether or not someone is or isn’t a fan of the topic.

This is… something I’ve been wary of, personally, as someone who plays a cub who has… more suggestive themes embedded into the character. I’ve always been very cautious to try and avoid any lewd inferences beyond a cheeky headnod here and there in roleplay in anywhere but Lamplight, and more often than not it’s following someone else making a remark. Any details that I would consider suggestive are burried deep in the profile behind dropdowns, kept offsite, and only accessible when you are in the same room as him. That said, I do have a shirt that says “Breed or be bred” in a couple profiles. Is that an issue? It’s mostly tongue in cheek humor. How far is too far? There’s nothing lewd about the image (no visible exposure, no suggestive posturing, not even what could be described as gratuitous figuring). Is that too much?

I appreciate that. I feel like everyone deserves to be comfy.
Someone is going to be uncomfy that cubs exist at all, so you have to draw your own line somewhere. It’s easy to get lost in your own spaces and characters and comforts and end up crossing lines that you just never thought were lines, but I would do your best not to collapse or feel like you did something innately wrong when someone brings it up.
You can decide for yourself if you want to take that into account and if you think it’s riding a line you can’t or just don’t want to deal with, you can always have the moderator consensus do it for you.
